How do I start landscaping cheap when my lawn is mostly dead grass and sand? - super cheap sand rails

I moved into my house a few months and I'm pretty poor soil. But my lawn looks terrible ... nobody has for years. It is now almost dead grass, weeds, sand and sand track. Does not even seem to have more land. I want to make my garden look better, and maybe start planting things. Where do I start? Someone has the metro serious investment in irrigation, but it can not afford it ... it's like $ 500 for a terrace in my size. This is a decent size yard, how can I even close the pipeline? Do I have to plow, or simply attack everything with a garden weasel, to grind the herbs and mix stuff?

To give you an idea of my time and the environmental field, I live in Orlando, FL. It's never really cools, it becomes more hot and humid in summer, not a ton of showers or no rain.

I have great hopes for this exquisitely designed forest, a lush garden or so, but I want some decent grass, shrubs and plants are a few small fruiT trees, herbs and vegetables grow in the flower beds, etc. All of this, I am ready to pass the time. I do not know how to begin.
